Shri. Yashwant S Bhave

Shri Yashwant S Bhave a retired IAS Officer (1972 batch, Maharashtra Cadre), a Master in Science with Electronics as a specialization, and Master in Public Administration from the Harvard University, had taken over as the first Chairperson of Airports Economic Regulatory Authority (AERA) with effect from 1st August 2009.
At the time of joining AERA Shri Bhave had over 37 years of experience in different capacities, various important portfolios in the Government of Maharashtra such as CEO of Maharashtra Industrial Development Corporation, M.D. of State Principal Corporation, Chairman of State Electricity Board, Development Commission (Industries), Principal Secretary Department of Industry in the Government of India and another number of important positions in the Departments of Information Technology, Administrative Reforms, Pensions & Public Grievances as well as Special Secretary, Telecom and Secretary and Telecom Commission. His last position, prior to appointment as Chairperson AERA, was Secretary, Department of Consumer Affairs, Government of India. He completed his tenure in AERA on 15th July 2014.
Shri S. Machendranathan
Chairperson
Shri S. Machendranathan took over as Chairperson, Airports Economic Regulatory Authority of India on 9th March 2015.
Shri Machendranathan who hails from Tirunelveli District, Tamil Nadu had a distinguished academic career. After completing MBA from Cochin University, he joined the Indian Police Service (IPS) in 1977 and thereafter the Indian Administrative Service (IAS) in 1979.
An IAS officer of the Tamil Nadu cadre, Shri S. Machendranathan held several important positions in the Government of Tamil Nadu and in the Government of India. In the Government of Tamil Nadu, he worked as Collector of Thanjavur District; Commissioner/ Secretary to the Government of Tamil Nadu in the Departments of Transport, Food, Cooperation, and Consumer Protection; Chairman of Tamil Nadu Electricity Board. And in the Government of India, he worked as Chairman of Tuticorin Port Trust; Additional Secretary & Financial Advisor in the Ministry of Steel as well as in the Ministry of Civil Aviation and finally as Secretary (Coordination) in Cabinet Secretariat, before superannuating from the Government Service in March 2014.
He has also served as Government Director in several Public Sector companies such as Air India, Airports Authority of India, Steel Authority of India Limited, Rashtriya Ispat Nigam Limited, Kudremukh Iron Ore Company Limited, and Metallurgical & Engineering Consultants (India) Limited.

Shri S. Samanta has taken charge as Member, AERA on 17.11.2016. He holds a degree in Commerce from Kolkata University and is a Member of the Institute of Charted Accountant of India.
Prior to joining AERA, Shri S. Samanta was working as Executive Director (Jvc/Tariff) in the Airport Authority of India. He joined AAI in 1985 and during his tenure in AAI has held many responsible positions in the Departments of Finance & Commercial. He was also in In-charge of the Tariff Division and Joint Venture Monitoring Cell in AAI.
Shri Samanta started his career in 1985 in AAI and has almost 32 years of experience in the Aviation field. He has rich experience and exposure regarding financial Management in the Airport Sector, Tariff determination of Airports, and P.P.P. project monitoring in the Airport Sector.

Shri Sudhir Raheja a Civil Engineering graduate from Delhi College of Engineering, Delhi University took over charge as Member, AERA on 2nd July 2018. Has successfully completed professional courses in “Seismic Design of Reinforced Concrete Buildings” conducted by IIT, Kanpur, and ‘Airport Management” from International Aviation Management Training Institute (IAMTI), Montreal, Canada. He is also a certified “Fraud Examiner” under accreditation from the “Association of Certified Examiners”, Texas, USA.
Shri Raheja, with his rich project implementation experience, has earned many accolades in the construction industry. He was conferred with “Certificate of Merit” in 1982 for timely completion of ASIAD-82 Indoor Stadium, Delhi, and given Commendation Certificate for excellence and timely completion of Maruti Udyog Limited, Gurgaon. With the Airports Authority of India (AAI), he started his 30 years long distinguished career as an Executive Engineer (Civil) in the year 1988; serving in various departments like Engineering, Vigilance, and Project Monitoring & Quality Assurance. He became the Full-Time Member on the Board of AAI in the year 2010 as Member (Planning) till his superannuation in June 2018. Was the driving force in the formulation of “Annual Maintenance Term Contract” and “Pavement Management System” documents adopted at all airports in AAI. In his tenure with the Vigilance Department, as General Manager (Vigilance), he brought in transparency in various activities related to public procurement and played a vital role in the development and implementation of the “Integrity Pact” in high-value procurement contracts. During his period as Member (Planning), Airport infrastructure at AAI airports both on terminal and airside witnessed a large-scale transformation as State-of-the-Art airports competed with the best airports in the world. He was conferred with “Certification of Recognition” by ‘The Economic Times’ (INFRA FOCUS) for ‘Outstanding Contribution in Infrastructure Development.
Shri Raheja has represented the Airports Authority of India, on the Boards of Delhi International Airports Limited (DIAL), Mumbai International Airports Limited (MIAL) and Kempegowda International Airport-Bengaluru (BIAL) as a Member; and was the Chairman of the Board of Chandigarh International Airport Limited (CHIAL), a joint venture company of AAI & State Governments of Haryana and Punjab.

Shri N. Shankar was the Executive Director of Export-Import Bank of India (Exim Bank) for over six years. Shri Shankar was the Chairman-cum-Managing Director of ECGC Ltd. (Formerly Export Credit Guarantee Corporation of India Ltd.), in Additional Secretary Grade of Central Government on deputation, from Exim Bank for 3 years from October 2011 to October 2014 and during the same period, he was a Director of Exim Bank. Mr. Shankar has put in over 39 years of varied experience in the financial sector comprising 6 years in Indian Public sector banks and over 30 years in Exim Bank and 3 years in ECGC Ltd. He has been with Exim Bank since the inception of the Institution. Shri Shankar has top-level experience in term lending, international trade financing, and export credit insurance. Shri Shankar’s specialization and experience encompass corporate credit, SME credit, raising funds in domestic/international markets, export credit insurance, integrated treasury, risk management, MIS, IT, corporate accounts, and regulatory compliances.
Shri Shankar, a Mathematics Rank holder in graduation from Madras University is a Certified Associate of Indian Institute of Bankers (CAIIB) and a Chartered Financial Analyst (CFA) from ICFAI.
Shri Shankar was involved in Institution building in challenging times. His proven expertise includes negotiation skills, framing policies and procedures, implementation of robust systems and controls, shaping and implementing new initiatives, especially in Brand Building, Human Resources Management, Information Technology, and expanding network of Offices in India.
Shri M. P. Vijaya Kumar

Shri M. P. Vijaya Kumar former Executive Director (Fleet and Network Planning), Air India, had joined as a Member of, Airports Economic Regulatory Authority of India on 11.03.2010. During the last three decades of his service in India Airlines initially, and later in Air India after the merger of the two Airlines, he had been responsible for several airline management functions such as traffic forecasting, airline network development, flight scheduling, co-ordination with airports, fleet modernization, economic analysis, and MIS development.
Shri. M. P. Vijayakumar holds an M.Sc. degree in Physics with Electronics as a specialization and has also done an M.Sc. degree in Statistics with a specialization in Operations Research. He had completed his tenure in AERA on 17th September 2012.
